Delhi: Why legal tag has failed to enthuse home owners

NEW DELHI: In the little more than two years since the scheme’s inception, around 12,500 inhabitants of the city’s 1,731 unauthorized colonies have obtained ownership rights under the Pradhan Mantri – Unauthorized Colony in Delhi Awas Adhikar Yojana (PM-UDAY).

The nodal body for project execution, the Delhi Development Authority (DDA), received 96,745 applications from inhabitants of illegal colonies through February 18, 2022, with 23,271 ineligible candidates rejected. In all, 12,480 persons received conveyance deeds (property on private land) or authorization papers (properties on public land).

While there are only 67 applications awaiting execution, there are 54,489 pending at the applicants’ end, which includes 43,114 applications awaiting responses on deficiencies, 10,674 applications returned due to missing information, and 701 applications where charges have yet to be paid.

Despite the fact that the PM-UDAY site has received about 4.5 lakh registrations to far, and the plan is expected to benefit around 40 lakh individuals, authorities claim there are a variety of reasons why the number of citizens who have gained ownership rights is on the low side.

The initial response was positive, but the Covid-19 epidemic within a few months led in a significant drop in registrations. GIS mapping of 70,000 properties was finished by the first part of May 2020. The DDA’s four processing centres in Dwarka, Pitampura, Hauz Khas, and Laxmi Nagar remained open throughout the lockout. According to an official, the recipients lacked a feeling of urgency since the plan had no deadline. Furthermore, many locals believed that obtaining a transfer deed or authorization slip would make little difference on the ground.
